4. Dangers of fire from the accumulation of rubbish, paper and other combustible materials


If there is rubbish, paper and other combustible materials, there is a greater risk of fire, especially where there are large quantities.

These can be in store cupboards, corridors or walkways and anywhere else where items are left to accumulate.

Combustible materials left close to heat sources increase the risk of fire. 

When storing materials you need to consider the following:

  • The type of materials being stored
  • The quantities being kept
  • The storage arrangements.

Waste bins and skips are popular targets for arsonists, especially over holiday and night time periods. 

By taking some simple precautions you can reduce the risks: 

  • Clean up on a regular basis and do not allow rubbish to build up.
  • Monitor the frequency of rubbish collections. Are they sufficient or does waste produced exceed the capacity of the bins or skips provided? If not, you may be able to arrange for more frequent collections from business premises or organise for someone to visit the local recycling centre if you work in people’s homes.
  • Keep temptation out of sight. Choose where you locate your bins. Use containers made of non-combustible material. Where possible restrict access to where waste is stored. Ensure the rubbish containers are never overfilled and are securely shut.

Do not obstruct fire exits with rubbish – it may be YOU who needs to escape via that route.
