1. What do we mean by risk?

When we talk about risk, we are talking about a situation which involves exposure to danger.

We look at the likelihood of exposure to danger compared with the severity of a hazard or potential hazard.

In social care, protecting people from harm is a priority. 

Making a circle

In line with our duty of care, we must identify and assess any risks which the people we support may encounter. We must also seek to minimise these risks by putting controls in place which will reduce the impact. This will involve considering the individual themselves, the activities they undertake and the environment they are in; all of which can change fairly quickly.


Risk assessments are a key element in the Health and Safety at Work Act 1974. They are also made explicit in the Management of Health & Safety at Work Regulations 1999.

The risk assessment process itself is about identifying what hazards currently exist or that could occur. 

A risk assessment defines which hazards are the most likely to cause harm to ourselves, our colleagues, visitors and the people we support. Risk assessments help us to take action to keep everyone safe.
